Scheme Introduction : A Brief Overview

• Wishing for good and proper medical treatment is everyone's right, regardless of your categories or class. The 'Right to Health' is the need of the hour.
• In order to fulfil this promise, the Congress Party has come up with yet another promise for upcoming Delhi Assembly Elections, scheduled for February 5, 2025.
• The scheme announced by the party is called as "Jeevan Raksha Yojana".
• Under Jeevan Raksha Yojana, the congress party aims to provide free medical health insurance to all residents of Delhi.
• For this, the scheme promises health insurance coverage of up to Rs 25 lakh to all eligible households.
• The primary objective of this scheme is to cater medical facilities by providing medical health facilities free of cost.
• The Scheme aims to provide a comprehensive health coverage, including medical expenses, critical illness, treatment and hospitalisation.
• Upon its implementation, the resident of Delhi should not worry about the expenses incurred for their medical treatment, as it will be taken care off by this scheme.
• Former Chief Minister of Rajasthan Shri. Ashok Gehlot announced the scheme in Delhi, stating that the scheme will be a game changer.
• A similar scheme was also launched by the Congress government during their reign in Rajasthan known as "Chiranjeevi Scheme".
• Basically, the Jeevan Raksha Yojana will offer similar benefits as what congress offered in the Rajasthan Sanjeevani Scheme.
• The Congress Jeevan Raksha Yojana will compete with Aam Aadmi Party (AAP) "Sanjeevani Yojana" and central government "Ayushman Yojana".
• However, the benefits promised in AAP Sanjeevani Yojana are restricted to senior citizens, whereas Ayuhsman Yojana only provides annual medical coverage of Rs 5 lakh per household.
• Followed by 'Pyari Didi Yojana', the Jeevan Raksha Yojana is congress second major announcement for Delhi Assembly Election.
• Currently, the scheme is just a pre-poll promise and it will be implemented if the party forms the next government.
• To receive benefits, beneficiaries need to meet the guidelines framed under the scheme.
• As of now, the party only shares the benefit of the scheme, while details like eligibility and application have not been shared yet.

Scheme Benefits

• Under the Jeevan Raksha Yojana, the congress party will provide the following benefits to its beneficiaries : -
  • Free Health Insurance facilities for residents of Delhi.
  • Insurance cover of up to Rs 25 lakh per household.
  • All members of the eligible household will be covered.
  • Free medical treatment facility can be availed in government and empanelled private hospitals.

Eligibility Requirements

• Free Medical Treatment under Congress Jeevan Raksha Yojana can be availed by those who meet the following eligibility criteria. The criteria shared below are tentative and subject to be changed : -
  • Beneficiaries must be domiciled residents of Delhi.
  • Government employees are likely to be excluded.
  • Free Medical Treatment will be available only in empanelled hospitals.
  • Other criteria will be shared once the scheme is implemented officially.

Required Documents

• Once the Jeevan Raksha Scheme is implemented, beneficiaries need to submit some of its documents when applying for it. Documents shared below are tentative and likely to receive changes : -
  • Aadhaar Card.
  • Residence Proof.
  • Latest Passport Size Photograph.
  • Income Certificate.
  • Self Declaration.
  • Others as illustrated in the guidelines.

Steps to Apply

• All eligible beneficiaries are welcome to apply for the Congress Jeevan Raksha Yojana.
• As the scheme is a pre-poll promise, the Congress Party has not disclosed its application details.
• Jeevan Raksha Yojana application may be invited either online or offline.
• In online application cases, applicants will be able to apply for the Jeevan Raksha Yojana through its official website or the nodal department portal.
• However, if applications are invited offline, applicants will need to first obtain its application form and submit it to the authority by fulfilling the formalities.
