Scheme Introduction: A Brief Overview

• The Delhi Development Authority (DDA) has issued a circular announcing the sale of available HIG, MIG and LIG flats in various locations.
• The said flats will be sold through e-Auction under the newly announced "DDA Special Housing Scheme" 2025.
• Under this scheme, the DDA will auction 110 flats, which are located in various localities.
• Interested buyers can bid for the flat through e-Auction whose registration process commenced from January 14, 2025.
• The scheme is also known by other names such as "DDA Special Housing Yojana' or 'DDA Special e-auction scheme'.
• The primary objective of the scheme is to sell the flats available in various locations to interested buyers.
• The starting price of the flats available under the DDA Special Housing Scheme 2025 (e-Auction) is Rs 29 lakh.
• Any Indian citizen with a minimum age of 18 years is eligible to participate in the e-Auction, irrespective of prior property or flats in Delhi.
• Individuals can buy multiple flats under DDA Special Housing Scheme e-Auction.
• To participate in the DDA Special Housing Scheme e-Auction, applicants need to pay a non-refundable registration fee of Rs 2500/-.
• Along with the registration fee, applicants are required to pay EMD (Earnest Money Deposit) as per the category of the respective flats.
• Under the DDA Special Housing Scheme, available flats are under the LIG, MIG, and HIG Category.
• The EMD amount to be paid by the bidders for LIG, MIG and HIG flats are : -
  • Rs 4,00,000/- for LIG flats.
  • Rs 10,00,000/- for MIG Cat-II flats.
  • Rs 15,00,000/- for HIG flats.
• The authority will issue the e-Auction schedule, after the registration period ends.
• If the applicant is not a successful bidder then the EMD amount will be refunded within 30 days of the auction's last date.
• The EMD amount paid by the H1 bidder (who wins the bid) will be adjusted to the final flat price.
• If a successful bidder wants to surrender the flat, their EMD amount will be forfeited.
• Bids cannot be reduced or withdrawn by the applicants, else the EMD amount is forfeited.
• DDA Special Housing Scheme, also includes reservation such as :
  • 15% of the flats will be reserved for SC
  • 7.5% for ST
  • 5% for PWD, and
  • % for Ex-servicemen.
• The result of the DDA Special Housing Scheme e-auction will be available online at DDA's official website.
• Authority will issue the allotment letter to all successful H1 bidders.
• Applicants are required to deposit the flat amount within 60 days of receiving the allotment letter.
• The flats allotted under the scheme cannot be used only for residential purposes, and any type of additions or alternation will not be permitted.

Eligibility Requirements

• Applicants who satisfy the following eligibility criteria are eligible for DDA Special Housing Scheme : -
  • Applicants must be a citizen of India.
  • Age of the applicants should be at least 18 years.
  • Applicants must possess a bank account in his/her name.
  • PAN number is mandatory for all.
  • For Joint application under SC/ST category the applicants/co-applicants must be of the same family.
  • Only individuals are allowed for the scheme, companies, trusts, societies, co-operative societies, or legal entities are not allowed.

• Applicants must present the following documents as per their category after online e-auction and before possession of flat under the DDA Special Housing Scheme : -
  • PAN Card Self Attested Copy.
  • Any One Identity Proof (Self Attested)
  • Voter ID Card.
  • Aadhaar Card.
  • Passport.
  • Driving License.
  • Ration Card (with photo).
  • Caste Certificate (If any).
  • Disability Certificate (If any).
  • Ex-servicemen Discharge Certificate issued from Ministry of Defense/Armed Forces.
  • War-Widows Certificate attested copy.
  • Bank Account Passbook (Self Attested Copy).
  • Affidavit.
  • Undertaking.
    

Steps to Apply

• Interested and eligible applicants are required to apply for the DDA Special Housing Scheme.
• For this, they need to Visit the DDA E Services Portal.
• On the home page, select the 'DDA Special Housing Scheme 2025 (e-Auction).
  
• Now tap on the 'Click here to apply in Auction' button.
  
• This link will redirect you to the SBI e-tendering window.
• New bidders need to first register on the portal, whose process is discussed below : -

Registration Process

• For registration select the 'Register' tab (as highlighted in the image below)
  
• Bidder registration form will be displayed on your respective screen.
  
• After submitting all the details correctly, check the confirmation box and press the 'Submit' tab.
  

Bidding Process

• For bidding, applicants need to first login to the portal.
• Applicant can login with the 'User ID' and 'Password'.
  
• Select the flats you want to bid on and press the 'Click to proceed with Application'.
• Pay the 'Registration Fee' of Rs 2,500/- which is non-refundable.
• Tap on the 'Submit and Pay' and pay the fee through the available options.
• Once the registration fee is completed, bidders can participate in the auction.
• To start bidding, bidders need to pay the EMD (Earnest Money Deposit) as per the flat category they are bidding for.
• EMD amount can be paid online through NEFT/RTGS/E-payment.
• Applicants who successfully completed the EMD payment are allowed to participate in the bid.
• Bidders must enter the increment amount to its start price or as per the last bid.
  

Key Features of the Scheme

• Registration and EMD submission for the scheme will start from January 14, 2025.
• Applicants must submit their EMD and register for the e-auction before its closing date i.e. February 4, 2025.
• It is important for the applicants to get themselves registered on the portal to participate in the e-Auction.
• The last date to submit the application form for the scheme is February 6, 2025.
• Authority will issue a schedule for the e-auction online which is to start from February 11, 2025.
• Bidders who bid the highest in the auction are referred as H1 bidders.
• The EMD amount paid by the H1 bidder (who wins the bid) will be adjusted to the final flat price.
• Applicants can bid for the multiple flats in the e-Auction, but they need to pay the registration and EMD separately for each flats.
• It will take around 15 minutes to create a user profile after registration.
• Applicants will receive a grace period of 30 days over the 60 days to make the flat payment.
• During the grace interval applicants will be charged an additional 10% interest rate.
