Scheme Introduction: A Brief Overview

• With an aim to provide financial security to livestock farmers in Rajasthan, the state government has implemented the "Chief Minister Mangala Pashu Bima Yojana".
• The scheme was announced by Rajasthan's Finance Minister and Deputy Chief Minister Smt. Diya Kumari during the presentation of supplementary budget for 2024-25.
• Under this scheme, the government promises free one year insurance to the livestock farmers of the state.
• However, the scheme announced is not new and earlier it was known as "Mukhyamantri Kamdhenu Pashu Bima Yojana".
• Since the administration change, the government replaced the 'Mukhyamantri Kamdhenu Pashu Bima Yojana' with 'Mukhyamantri Mangla Pashu Bima Yojana'.
• The primary objective of the Chief Minister Mangala Pashu Bima Yojana is to offer financial support to cattle farmers in the event of the sudden death of their cattle.
• There are many households in the state whose livelihood completely depends upon animal husbandry, and the sudden death of their cattle can lead to huge financial crisis.
• To address this issue, the state government has implemented the Chief Minister Mangala Pashu Bima Yojana.
• The scheme is also popular by other names such as 'Rajasthan Chief Minister Mangla Pashu Bima Scheme'.
• It is open for all domiciled livestock farmers in Rajasthan, with preference given to 'Gopal Credit Card Holder Animal Farmers', and 'Lakhpati Didi Animal Farmers'.
• Beneficiaries will be selected for the Chief Minister Mangla Pashu Bima Scheme through a lottery system.
• To qualify applicants ensure their cattle must have an ear tag because animals without ear tag will be considered ineligible.
• Moreover, for scheme registration applicants must possess a Janaadhaar Card.
• The scheme provides free insurance to a maximum of 2 milch cows/ 2 milch buffaloes/ either 1 cow and 1 buffalo/ 10 goats/10 sheep/ 1 camel breed.
• Animals who are not insured under any other animal insurance scheme are eligible to receive Chief Minister Mangala Pashu Bima Yojana benefits.
• Free of Cost Life Insurance Cover will be provided to Animals of Cattle Farmers under Rajasthan Government's Mangla Pashu Bima Yojana.
• This means that in case of sudden natural death of an insured animal, Insurance Company will compensate the cattle farmer financially.
• Animals eligible for life insurance cover under Mukhyamantri Mangla Pashu Bima Yojana are as follows : -
  • Milch Cow.
  • Milch Buffalo.
  • Lamb.
  • Camel.
  • Goat.
• Cattle Farmers whose annual income is more than Rs. 8 lakh are not eligible to insure their animals under Mukhyamantri Mangla Pashu Bima Yojana.
• This scheme will be implemented in phased manner, in the first phase 21 lakh animals will be insured where 5 Lakh Milch Cow, 5 Lakh Milch Buffalo, 5 Lakh Lamb, 5 Lakh Goat and 1 Lakh Camel will be insured.
• For its successful implementation the government has allocated a budget of Rs. 400/- crore.
• Cattle Farmers can submit the Mangla Pashu Bima Yojana application form online.
• The last date to register for the Chief Minister Mangla Pashu Bima Yojana is January 12, 2025.
• A Cattle Farmer will have to file a claim in case of death of an insured animal.
• The insurance company will release the insurance amount within 21 working days of the claim submission.

Scheme Benefits

• Benefits that are going to be provided to cattle farmers in Rajasthan under Mukhyamantri Mangla Pashu Bima Yojana are as follows :-
  • Insurance Cover to the animals of Cattle Farmers.
  • Insurance facility will be provided to ear tag animals.
  • Preference will be given to Gopal Credit Card Holder livestock farmers and Lakhpati didi livestock farmers.
  • Registered cattle farmers will be selected through a lottery system.
  • Farmers are not required to pay any premium.
  • Insurance Amount will be provided within 21 working days in case of death of insured animal.

Eligibility Requirements

• Eligibility Criteria sets for Mukhyamantri Mangla Pashu Bima Yojana by Rajasthan Government are as follows :-

  Cattle Farmers must be domiciled resident of Rajasthan. Applicants annual income should be less than Rs. 8,00,000/-. Cattle must have an ear tag. Animals not insured under any other scheme. Cattle age should be within the prescribed limit. Cattle Farmer should have any of the below mentioned animals : - Milch Buffalo. Milch Cow. Goat. Lamb. Camel.

Cattle age and price determination

• Cattle age should be within the prescribed limit and the insurance price can be claimed as per the details shared in the table below : -

  Cow (milk)	3 to 12 years	Minimum Rs 3,000/- per liter per day, maximum Rs 40,000/- per animal.

  Sheep (female)	1 to 6 years	Maximum Rs 4,000/- per animal.
  Goat (female)	1 to 6 years	Maximum Rs 4,000/- per animal.
  Camel (male and female)	2 to 15 years	Maximum Rs 40,000/- per animal.

Required Documents

• Documents that are going to be required at the time of registration and claiming of insured amount under Mukhyamantri Mangla Pashu Bima Yojana of Rajasthan Government are as follows : -

Steps to Apply

• Beneficiaries can submit the Mukhyamantri Mangla Pashu Bima Yojana applications either online or offline.
• The online applications for the Mukhyamantri Mangla Pashu Bima Yojana will be submitted through its official website.
• The offline applications can be submitted through nearest E-Mitra Centres.

Online Application Process

• Applicants can submit the Mukhyamantri Mangla Pashu Bima Yojana Online.
• Its online applications are available at its official website.
• Application form submission is absolutely free and will not incur any fee.
• To apply, applicants need to first visit the Mukhyamantri Mangla Pashu Bima Yojana website.
• On the home page, select the 'Click to Register' button, which will redirect you to a new page.
• Applicants need to first enter their Janaadhaar Number in the space provided.
• The registration form of Mukhyamantri Mangla Pashu Bima Yojana will then display on the screen.
  
• Applicants need to submit their details carefully while registering.
• Upload the requested documents and submit the application form.
• Authority will verify the submitted applications before they proceed to the next step.
• Following verification, authority will draw a lottery and farmers will be selected for the scheme.
• Selected applicants will receive the details of the insurance policy via SMS on their mobile number.

Offline Application Process

• Mukhyamantri Mangla Pashu Bima Yojana application can also be submitted traditionally i.e. offline.
• For this, applicants need to visit the nearest E-Mitra Kendra.
• With the help of the operator, they can fill out the scheme application form.
• During registration, applicants need to share all important details.
• Thus, it is important for the applicants will need to carry the necessary documents.
• After completing the registration, the operator will submit the application form.
• Applicants will receive its confirmation through SMS on their mobile number.
• As the selection for the scheme will be done through a lottery system.
• Applicants shortlisted in the lottery will receive intimation via SMS.
• Thereafter, insurance policy number and its details will be shared to the applicants through SMS.

How to Claim

• In case of natural or accidental death of the insured cattle, the respective cattle farmers need to share this information immediately with the insurance department.
• For this, cattle farmers can call on 181 or visit E Mitra Kendra or visit the nearest Veterinary Clinic to inform about the death of the animal.
• In case of death of animal, cattle farmers will have to call on 181 or visit E Mitra Kendra or visit nearest Veterinary Clinic to inform about the death of animal.
• Veterinary Doctor and Surveyor of Insurance Company will visit the house of cattle farmer and inspect the animal corpse.
• Veterinary Doctor will do the postmortem of animal and make a report.
• After that Cattle Farmer will have to file claim under Mukhyamantri Mangla Pashu Bima Yojana in case of death of animal.
• Claim Form of Mukhyamantri Mangla Pashu Bima Yojana will be provided by Insurance Company Surveyor or can also be collected from Government Veterinary Clinic or Hospital.
• Claim of Mukhyamantri Mangla Pashu Bima Yojana should be filed within 21 days of death of animal.
• Fill all the details in the Claim Form and attach all the documents mentioned in it.
• Submit the Claim Application Form of Mukhyamantri Mangla Pashu Bima Yojana along with all the documents in the same clinic or hospital.
• After preliminary verification application form will be forwarded to concerned Insurance Company for further approval.
• Agent/ Insurance Surveyor make an online entry and upload Mangla Pashu Bima Yojana Policy Documents, Postmortem Report, Cattle Farmer Bank Account Details, Panchnama and Dead Animal Photo on the Website of Insurance Company.
• Insurance Company will accept the claim and transfer the insured amount according to Mukhyamantri Mangla Pashu Bima Yojana Guidelines in the given bank account of cattle farmer.
• Authority will release the insurance amount to the cattle farmer within 21 working days of claim submission.

Key Features of the scheme

• The scheme registration commenced from December 13, 2024.
• Applicants must submit its application before its deadline i.e. January 12, 2025.
• Beneficiaries can register for the scheme either online or offline.
• For insurance, an ear tag is a must for all cattle.
• Animals already insured under any other scheme will not be considered eligible.
• Selection for the scheme will be done through a lottery system, with priority given to Gopal Credit Card livestock farmers and Lakhpati Didi livestock farmers.
• Additionally, farmers from Scheduled caste and scheduled tribe will also receive reservations of 16% and 12% respectively.
• Scheme provides insurance benefits to maximum 2 milch animals (Cow, buffalo or both), 10 goats,/ 10 sheep/1 camel.
• Insurance provided under the scheme will valid for one year.
• The value of the insured cattle will be determined on the basis of milk production, which will not exceed Rs 40,000/-.
• Cattle sold or gifted during the policy period will not receive scheme benefits.
• In case of the loss of an ear tag, farmers must inform this to the insurance company for a new ear tag.
• Department will replace the ear tag within one working day of receiving the report.
