Scheme Introduction: A Brief Overview

• With an aim to provide social security, medical, and government scheme benefits the state government of Karnataka has launched the "Ambedkar Karmika Sahaya Hastha Scheme".
• The scheme is specifically designed for the workers of various unorganised sectors.
• The government has identified there are 43 sectors who are unorganised but the scheme provides benefits to 25 unorganized sector workers.
• The primary objective of the scheme is to bridge the gap between organised and unorganized sectors by providing medical support, recognition in the labour system, and financial assistance in case of accidents or emergencies.
• Ambedkar Karmika Sahaya Hastha Scheme provides monetary support to these unorganised sector workers for medical emergencies.
• Scheme offers a compensation of Rs 1 lakh for permanent or partial disability due to accidents.
• Additionally, hospital expenses up to Rs 50,000/- will also be reimbursed.
• The scheme is also known by other names such as "Ambedkar Karmika Sahaya Hastha Yojana"
• Workers associated with any of the unorganised sectors as stated in the scheme and are permanent residents of Karnataka are eligible to apply.
• However, the age of the worker must be between 18 to 60 years and are not receiving any benefits of ESI and PF.
• Scheme will be implemented across the state whose responsibility is given to the 'State Unorganized Workers Social Security Board'.
• Board will issue a smart card to the workers registered under the Ambedkar Karmika Sahaya Hastha Scheme.
• This smart card will help them to avail compensation, reimbursement or other scheme benefits for these unorganised workers.
• Along with this, a labour appreciation day is celebrated every year on the Labor Day i.e. on March 1.
• Workers who are registered under the Ambedkar Karmika Sahaya Hastha Scheme can participate in this event known as 'Shrama Sammana Award'.
• Authority will reward 3 labour from each category in every district with Gold, Silver and Bronze medals.
• This scheme also helps to address issues related to semi-skilled and unskilled workers who worked abroad and were harassed by their mediator companies.
• For such matters, the state government will establish International Migration Centre Karnataka (IMCK)
• Eligible workers can apply for the Ambedkar Karmika Sahaya Hastha Scheme online, offline and through special camps organised by the department.
• Also, labour service centers across the district established by the labour department for beneficiary queries and registration.
  

Scheme Benefits

• The Ambedkar Karmika Sahaya Hastha Scheme is designed to provide benefit to 25 identified categories of unorganised workers, which will help to them bring them under unified framework.
• It offers a compensation of Rs 1 Lakh on permanent or partial disability due to accident.
• Reimbursement up to Rs 50,000/- on hospital expenses.
• The scheme comprises of three other benefits which are given in the table below : -

  Smart Card Facility	Shrama Sammana Award	International Migration Centre-Karnataka
  A smart card is issued to all unorganised categories workers. This Smart card can be used for various scheme launched by the state government and for the claim process.	Labor Appreciation day will be celebrated annually on March 1. Three labor from each category in every district will receive a labor appreciation award i.e. : - First Prize: Rs 15000/- Gold Medal and Certificate. Second prize: Rs 10,000/- Silver Medal and Certificate. Third Prize: Rs 8,000/- Bronze Medal and Certificate. Additionally, Eight Workers from each category per district will receive a cash prize of Rs 1,000/- each.	Semi-Skilled and unskilled workers who are harassed by the mediator while working abroad, will be addressed by the board.

Eligibility Requirements

• Beneficiary with the following eligibility criteria are eligible to apply for Ambedkar Karmika Sahaya Hastha Scheme : -
  • Applicants must be a domiciled resident of Karnataka.
  • Applicants worked under in the identified unorganissed sectors.
  • Applicants not registered under ESI and PF.
  • Age of the applicants should be between 18 to 60 years.
  • Applicants must belong to any of the following categories : -
    • Hamalis.
    • Domestic Workers.
    • Rag Pickers.
    • Tailors.
    • Washer men.
    • Barbers.
    • Gold Smiths.
    • Potters.
    • Klin Workers.
    • Weavers.
    • Blacksmiths.
    • Cine Workers
    • Freelance columnists.
    • Photographers.
    • Street Vendors.
    • Informal Waste Workers.
    • News Paper Boys.
    • Hotel Workers.
    • Beedi Workers.
    • Disabled Workers.
    • Nomadic Workers.
    • Rope Making Workers.
    • Bamboo Makers.
    • Workers engaged in salt manufacturer (Upparas)
    • Kalyana/Mandapam/Meeting Hall/Tent/Pendal Workers.

• Eligible beneficiary must submit the following documents when submitting applications for Ambedkar Karmika Sahaya Hastha Scheme : -
  • Aadhaar Card.
  • Recent Passport Size Photo.
  • Age Certificate.
  • Mobile Number.
  • Bank Passbook.
  • Caste Certificate.
  • Ration Card

Steps to Apply

• Beneficiary workers can apply for the Ambedkar Karmika Sahaya Hastha Scheme either online or offline.
• Online Application can be submitted through Karnataka State Unorganized Workers Social Security Board Portal.
• Applicants can submit their application offline through department office.

Online Application Process

• Eligible beneficiaries can apply for the Karnataka Ambedkar Karmika Sahaya Hastha Scheme Smart Card Online.
• Visit the Karnataka State Unorganized Workers Social Security Board Portal.
• On the home page, click on the 'Ambedkar Karmika Sahaya Hastha Scheme' available under the 'Online Services' and select 'Registration'.
  
• Enter your 'Mobile Number' and press the 'Send OTP' tab.
  
• Enter the six digit OTP received on the shared mobile number.
• Enter the Captcha Code and press the 'Login' tab.
• Next, users need to provide their General and Personal information.
• After submitting this, upload the requisite documents.
• Pay the registration fee of Rs 25/- online.
• After completing the process, press the submit tab.
• Authority will verify the details and documents submitted during the registration.
• Once the authority verify the applications, a smart card will be issued to the workers.

Offline Application Process

• Applicants can also register for the Ambedkar Karmika Sahaya Hastha Scheme application offline.
• Beneficiary need to obtain the application form from the department office or can download it online.
• In the obtained application form applicants need to fill in their all details.
• Attach all the relevant documents and paste the latest passport size photograph.
• Submit this dully filled in application to the department office.

Shrama Samman Application Form

• Ambedkar Karmika Sahaya Hastha Scheme registered workers can also participate in labor appreciation day.
• Event was celebrated annually on March 1 in all districts.
• To participate in it, applicants need to submit its application offline.
• First, download the application form online from Karnataka State Unorganised Workers Social Security Board Portal.
• Fill this application form and submit it to the labour department or labour service centers.
