Scheme Introduction: A Brief Overview
- The Indian government has identified 1731 colonies as unauthorized in Delhi, comprising more than 40 lakh residents.
- In order to provide ownership rights to these residents, the Indian government has announced a scheme called "PM Uday Yojana".
- PM Uday stands for Pradhan Mantri Unauthorized Colonies in Delhi Awas Adhikar Yojana.
- The scheme was announced in 2019, since then it has granted ownership rights to many residents.
- The primary objective of the scheme is to provide these resident ownership rights of their property, enabling them to sell or purchase their property and avail loan from the bank and institutions.
- The scheme will be known by other names such as "PM Uday Scheme" or "Pradhan Mantri Uday Yojana"
- To obtain these rights, applicants need to apply for the PM Uday Scheme online through its official website.
- During the application submission, beneficiaries need to pay service charge to the agency which has been fixed by the DDA : -
- Resident Registration : Rs 20 + GST.
- Application form filing for ownership rights : Rs 75 + GST.
- Preparation of documents and notarization service : - Rs 100 per document + GST.
- Applicants need to pay the charge for the conferment rights as per the carpet area of their property, in one or three installments.
- To help beneficiaries, the DDA (Delhi Development Authority) organizes a single window camp on every Saturday and Sunday from 10 AM to 4:00 PM.
- Authority will organize these camps in the 10 unauthorized colonies, until March 31, 2025.
- For the conferment of right, the beneficiary needs to pay the stamp duty and registration fee, which will be levied on Conveyance Deed or Authorization slip instead of circle rate.
- Once the beneficiary receives the conferment of right, they will be allowed to do construction in the vacant plot after seeking local bodies permission.
- PM Uday scheme offers the ownership rights to unauthorized colonies established in private land.
- Unauthorized colonies established on the government property will not receive ownership rights.
- Applicants can easily identify whether their property is unauthorized or not through the UC locator app in PM Uday mobile application.
- It is to be understood that the ownership right will be allowed to concrete structure, structures made of tin sheds or cement sheet/asbestos will not receive any benefits.
- Once the execution of AS/CD is completed applicants must register with the sub registrar within 3 months.
- If the AS/CD validation is expired applicants must submit a written application to the processing centre who issued the CD/AS previously.
- In case of any query or help applicants can visit the processing centre established at various locations of Delhi.

- The benefits offered by the Government of India (GoI) through its PM Uday Scheme are given as : -

Ownership Right Charges
- To receive the ownership right applicants need to pay the charges for the Built up property or vacant land which will be calculated as : -
Built Up Property Charge Less than 100 sqm 1/4 x Carpet Area x 0.5% of Circle Rate More than or equal to 100 sqm but less than 250 sqm 1/4 x Carpet Area x 1% of Circle Rate Greater than or equal to 250 sqm 1/4 x Carpet Area x 2.5% of Circle Rate Vacant Land Charge Less than 100 sqm 1/4 x Land Area x 0.5% of Circle Rate More than or equal to 100 sqm but less than 250 sqm 1/4 x Land Area x 1% of Circle Rate Greater than or equal to 250 sqm 1/4 x Land Area x 2.5% of Circle Rate
Eligibility Requirements
- The PM Uday Scheme is specifically for the residents living in unauthorized colonies or slums. The government has outlined some eligibility criteria for the PM Uday Scheme, whose details are given below : -
- The applicants colony must be unauthorized and listed on the UC locator app.
- The applicants own a plot or house in the colony declared unauthorized by the Indian Government.
- Plots or houses must be in the private land that has been declared unauthorized.
- Applicants owning a plot in government land are not eligible for the scheme.
Ineligibility Criteria of Scheme
- If the property falls under any of the given regulations, beneficiary will not receive benefits of the the PM Uday Scheme : -
- If land is in reserved or notified forests.
- If land is identified as protected by the ASI and the Ancient Monuments.
- If land is in Zone-0 of MPD 2021.
- If land is in the way of existing roads.
- Yamuna Flood plain area.
- Master Plan Roads.
- Land under the high tension line.
- If land is in the ridge area of Delhi.
- Affluent unauthorized colonies.
Required Documents
- Beneficiaries must keep the following documents ready when applying for the PM Uday Scheme. Also, applicants need to present the same as and when required : -
- Registered sale deed/ Registered Gift Deed/ General Power of Attorney.
- Sell Agreement.
- Possession Proof.
- Payment Receipt.
- Electricity Bill.
- Identify Proof.
- Aadhaar Card.
- PAN Card.
- Property Photograph.
- Applicant photograph.
- Proof of Construction (If property is in government land) prior to January, 2015.
- Applicants signature on a blank paper.
- Previous chain of GPA/ATS.
- Indemnity Bond 1 and 2 (Notarized)
- Self Declaration on plain paper (Notarized)
Steps to Apply
- The PM Uday Scheme application can be submitted online through the PM Uday website.
- Also application can be submitted through PM Uday Mobile App or nearest CSC Centers.
- Download PM Uday Scheme Mobile app from Google Play Store.
- Before registration, applicants must check the list of unauthorized colonies using the UC Locator app or list shared online.
- PM Uday Scheme Application process will go through certain stages like : -
Registration Process
- To register for the PM Uday Scheme, applicants need to visit the official website or download the PM Uday Mobile App.
- On the home page, select the 'Registration' tab.
- Registration form will pop-up on your respective screen.
- Applicants need to submit the details as requested.
- Verify the submitted Mobile Number through an OTP.
- Once the verification is completed press the 'Submit' tab to register.
- Save the Acknowledgement receipt and note down the registration number for future reference.
Registration Process
- Registered applicants need to fill the PM Uday Scheme Application Form online.
- The application form submission will go through multiple stages.
Stage 1: Application Form Details. - Visit the official website and tap on the 'File Application'.
- Provide your details and Login to the portal.
- In the application form share your property details.
- Once the details are submitted, the portal will generate your Case ID.
- Download the indemnity Bond I and II, along with Self Declaration form from the portal and proceed to the next stage.
Stage 2: GIS Survey - For GIS Survey applicants need to contact the GIS agency listed in their Acknowledgement receipt.
- The assigned GIS Agency will visit your property within 2 or 3 days of requesting.
- After the necessary measurement, applicants need to pay the fees to the GIS Agency and obtain its receipt.
- You will receive the GIS ID of your property through SMS.
- If GIS ID is not received within 7 days, applicants must contact the agency.
Stage 3: Notarizing Bonds and Self Declaration. - After the completion of the GIS Survey, applicants need to buy 2 stamps of 100 Rs each.
- Now fill the indemnity bond I, II and self declaration downloaded during the Stage 1.
- Print both indemnity bonds in the obtained stamps paper and the self declaration on plain white paper.
- Sign these papers and get it notarized from the Notary.
Stage 4: Upload Documents - From the applicant dashboard, select the draft button to fill the next part.
- Upload scanned documents along with notarized indemnity bonds and self declaration copy.
- Fill the transaction chain details and submit it.
Stage 5: Upload GIS ID - Enter the GIS details received from the GIS agency and submit it.
- Once the GIS is uploaded, the application form is submitted for pre-scrutiny.
Stage 6: Application Verification - The authority will verify the received application and conduct a field survey.
- If any correction is required applicants need to rectify the same.
- Applicants can check the status of their application.
Stage 7: Fee Payment - If the application is approved by the DDA, you will receive its intimation via SMS or email.
- Applicants whose application is approved need to pay a fee.
- Fees can be paid online by logging to the portal.
- Tap on the 'Make Payment' and complete the process.
Stage 8: Share Witness Details - After payment, applicants need to share two witness details.
- Upload the witness photograph and book a slot for execution of Authorization Slip (AS)/Conveyance Deed (CD).
Stage 9: Execution of AS/CD - For this, applicants must visit the concerned processing centre for original documents verification along with the witness.
Stage 10: Registration of CD/AS - Once the execution process is completed successfully, applicants need to buy e-stamp paper of the amount requested.
- Schedule your appointment with the sub-registrar using the DORIS application to get your documents registered.
- Visit the sub-registrar office with all your documents in original with the witness present during the AS/CD execution.
- Visit the official website and tap on the 'File Application'.
