Scheme Introduction: A Brief Overview

• In order to provide employment opportunities to unemployed, artisans, and individual entrepreneurs, the Delhi Government has come up with a scheme called the "Mukhyamantri Swavlamban Rozgar Yojana".
• This scheme has been announced recently by the Industries Minister of NCT Delhi Shri. Saurabh Bharadwaj with an aim to strengthen small businesses and individuals for their functioning and proposed units.
• Under the scheme, the government will offer a loan up to Rs 10 lakh to individuals and businesses across various sectors.
• Drop out students, artisans, trade professionals, individuals entrepreneurs, shopkeepers are eligible to avail of the loans offered under this scheme.
• The primary objective of the scheme is to empower the small scale industries and shopkeepers by providing necessary financial support to make them self reliant.
• With this, individuals looking to start their business units or want to expand their existing small scale industry units will be benefitted.
• Unlike to the previous Swavlamban Scheme, this scheme will support a wide range of the applicants, particularly who are in college.
• Loans provided under the Delhi Mukhyamantri Swavlamban Rozgar Yojana can be used for various sectors such as secondary sectors, tertiary sectors, and service sectors.
• The announced scheme is also known as "Delhi Mukhyamantri Swavlamban Rojgar Scheme", or "Delhi Chief Minister Swavlamban Rojgar Yojana".
• The Delhi NCT Government will also provide a subsidy to each beneficiary under this loan.
• However, the subsidy offered under the scheme varies depending on the applicants category.
• As per the scheme, Delhi Mukhyamantri Swavlamban Rojgar Yojana offer a subsidy of : -
  • 10% to General category applicants.
  • 15% to women's, SC, ST and Ex-Servicemen, and
  • 20% to Disabled and widows applicants.
• The loans under the Delhi Mukhyamantri Swavalamban scheme will be provided to individuals at attractive interest rates.
• Loans up to Rs 5 lakh will have an interest rate of 6%, whereas loans between 5 to 10 lakh will fetch an interest rate of 7%.
• Domiciled residents of NCT Delhi aged between 18 and 55 years are eligible for Delhi Mukhyamantri Swavalamban scheme.
• Currently, the government has just announced the scheme, but its implementation is yet to be processed.
• Once the scheme is implemented officially, the government will release its official detailed guidelines.
• The Delhi Khadi and Village Industries Board will be the nodal authority of the scheme to oversee its implementation.

Scheme Benefits

• Under the Delhi Mukhyamantri Swavlamban Rozgar Yojana, applicants are entitled to receive following benefits : -
  • Loan facility up to Rs 10 lakh.
  • Government offers subsidies as per the category of the applicants : -
    • 10% to the General Category.
    • 15% to Women, SC, ST and Ex-Servicemen applicants.
    • 20 % to Divyangs and widows.
  • Loan up to Rs 5 lakh will be provided at the interest rate of 6% and loan between 5 to 10 lakh @ 7%.
    

Eligibility Requirements

• Interested applicants wishing to apply for the Delhi Mukhyamantri Swavlamban Rozgar Yojana must meet the eligibility criteria which are given below : -

  Applicants must be domiciled residents of Delhi. Applicants could be a : - School or College Dropouts. Individual Entrepreneur. Shopkeepers. Artisan. Trade Professionals. Unemployed Youth. Small Scale Industries located within NCT Delhi and the total investment in plant, machinery and equipment should not exceed the limit prescribed by the central government. Applicants' age should be between 18 to 55 years.

Required Documents

• Applicants are requested to attach/upload the following tentative documents with the Delhi Mukhyamantri Swavlamban Rojgar Yojana Application form : -

  Copy of any of the following items as identity proof : - Aadhaar Card. Electoral Card (Voter ID Card) Passport. Passport Size photographs. Academic Qualification. Worksite details i.e. Ownership Proof/Possession. Rent Agreement. Owner's No objection certificate. Electricity Bill. Declaration in the given format. Consent letter of the Surety/ Guarantor. Equity proof or self contribution. Registration Certificate issued from the MCD. Industrial Unit in Non-confirming (NOC of HPC and MCL)

Steps to Apply

• Eligible applicants can apply for the Delhi Mukhyamantri Swavlamban Rozgar Yojana.
• Delhi government has just announced the scheme whose implementation is yet to be completed.
• Due to this, the application form for Delhi Mukhyamantri Swavlamban Rozgar Yojana will be accepted online or offline is unavailable.
• It is expected that the application process for the scheme will be similar to the previous Rajiv Gandhi Swavlamban Rojgar Yojana.
• Online applications for Delhi Mukhyamantri Swavlamban Rozgar Yojana to be invited either through its official portal or through nodal authority website.
• In case of offline application, applicants need to obtain the Delhi Mukhyamantri Swavlamban Rozgar Yojana application online or from the department office.
• Authority will verify the received applications and applicants successfully clear the verification stage will receive scheme benefits.
