Scheme Introduction: A Brief Overview

• Bihar Government has announced a kind initiative for the state's commercial and passenger vehicle drivers, called the "Mukhyamantri Vahan Chalak Kalyan Yojana".
• We all know that commercial and Private Drivers play an important role in contributing to society and the economy.
• However, their jobs involve lots of risk, hard work, and responsibility which brings lots of challenges to both their personal and family lives.
• Recognizing their hardships, the Bihar government has introduced the 'Mukhyamantri Vahan Chalak Kalyan Yojana' to provide some relief to them.
• The primary objective of this scheme is to keep drivers and their families safe, healthy and respectable.
• The scheme is also known by other name such as "Chief Minister Vahan Chalak Kalyan Yojana" or "Mukhyamantri Mukhyamantri Vahan Chalak Kalyan Scheme".
• Mukhyamantri Vahan Chalak Kalyan Yojana comes with the following benefits : -
  • Monthly Free Health Check up facility to all drivers at the end of the month.
  • Free Eye test once a year along with free spectacles, if needed.
  • Sheds and Toilets facilities at state bus stands and in other important places.
  • Authority will distribute uniforms to one lakh drivers.
  • Free Health insurance to drivers and their family members under the PM-JAY and CMJAY (Chief Minister Jan Arogya Yojana).
  • Free Life Insurance will be provided through PM-JJBY (Pradhan Mantri-Jeevan Jyoti Bima Yojana).
  • Free Accident Insurance will be provided through PM-SBY (Pradhan Mantri Suraksha Bima Yojana).
  • Old Age Pension facilities to drivers under the scheme like Bihar Mukhyamantri Vridhjan Pension Yojana.
• It is mandatory for the applicants to attend the annual eye test conducted by the authority.
• Bus, auto, three-wheeler, truck, E-rickshaw drivers who are the permanent residents of Bihar are eligible for the Mukhyamantri Vahan Chalak Kalyan Yojana.
• The minimum and maximum age of the drivers to receive scheme benefits should be 18 and 60 years respectively.
• It is mandatory for all drivers to hold a valid LMV (Light Motor Vehicle) and HMV (Heavy Motor Vehicle) license issued by the Bihar Transport Department.
• For the implementation of the scheme successfully in the entire Bihar, the government has appointed Bihar Transport Department as its nodal department.
• Applicants fulfilling all the eligibility conditions can apply for the Mukhyamantri Vahan Chalak Kalyan Yojana.
• Application form for Mukhyamantri Vahan Chalak Kalyan Yojana can be submitted offline at district transport office.
• Authority will issue a Unique ID Card to all registered beneficiaries.
• Drivers need to renew this ID card annually from the department office.

Scheme Benefits

• Eligible beneficiaries are entitled to receive various benefits under Bihar Mukhyamantri Vahan Chalak Kalyan Yojana, which are discussed in the table below : -

  Free Health Check-Up	A monthly health check up drive will be conducted by the department at the end of every month to monitor the health status of all drivers.
  Free Eye Test and Spectacles	Vision is very critical for any driver, especially those operating passenger or commercial vehicles. To address this, an annual free eye test will be organized by the authority and if needed free spectacles will be provided to drivers. Besides this a camp will be organised by the district road safety committee on the last Saturday of every month.
  Sheds and Toilets	Commercial drivers often drive continuously for long hours. Due to lack of proper amenities they often rest in their vehicles which creates lots of problems. For this, the government will construct sheds and toilets at state bus stands and in key locations on the major route.
  Uniform distribution	Department will distribute uniforms once to one lakh drivers holding a valid driving license.
  Health Insurance	Drivers and their family members will be covered under health insurance scheme i.e. Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana and Chief Minister Jan Arogya Yojana, where each household can avail free treatment of Rs 5,00,000/-.
  Life Insurance	All registered drivers will receive free life insurance under the Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY), whose premium will be paid by the State Government.
  	Along with this, drivers can also avail accident insurance of Rs 2,00,000/- offered under the Pradhan Mantri Suraksha Bima Yojana (PM-SBY), at an annual premium of Rs 20 to be paid by the government.
  	Additionally, drivers can also avail accident insurance provided under the debit card. For this, the driver 's bank account will be linked to their debit card and by doing this they can avail accident insurance worth Rs 2 lakh.
  Old Age Pension	Upon attaining the age 60, the drivers can avail old age pension benefits under the national old age pension Scheme or Mukhyamantri Vridhjan Pension Yojana. Under this, each beneficiary in the age group of 60 to 79 will receive a monthly pension of Rs 200 and Rs 400. Whereas, Rs 500 will be provided to drivers aged 80 and above.

Eligibility Requirements

• To avail of the benefits offered under the Mukhyamantri Vahan Chalak Kalyan Yojana, beneficiaries must meet the following eligibility criteria : -
  • Must be a permanent resident of Bihar.
  • Age should be between 18 and 60 years.
  • Must hold a valid driving license issued by the Bihar Transport Department.
  • Should be an owner and driver of Bus, Truck, Taxi, Auto, Three-Wheeler, E-Rickshaw.
  • Driver of a person or organization and owns a vehicle which is used for business purposes.
  • Owner of a light motor vehicle (LMV) who personally drives the vehicle within Bihar.

Steps to Apply

• Eligible drivers can apply for the Mukhyamantri Vahan Chalak Kalyan Yojana.
• The Application form for Mukhyamantri Vahan Chalak Kalyan Yojana is to be submitted offline through district transport department.
• Applicants need to first obtain or download the Mukhyamantri Vahan Chalak Kalyan Yojana Application Form.
• Next, fill in the details requested in the scheme application form.
• Attach all the necessary documents in the completed application form and submit it to the respective district transport office.
• Upon successful verification, authorities will issue a unique ID card to the drivers.
• The application process is absolutely free of charge.
• Beneficiaries need to renew this Unique ID card every year.
